Speaker Dy rallies House to sustain momentum on LEDAC priorities as session resumes

SPEAKER Faustino “Bojie” G. Dy III called on members of the House of Representatives to sustain focus, discipline, and urgency as session resumes this week, saying the chamber must build on its gains after passing or advancing 18 of the 52 Legislative-Executive Development Advisory Council priority measures before the Holy Week break.

Speaker Dy said the final stretch of the First Regular Session before the 20th Congress adjourns sine die should serve as a test of the House’s ability to remain united behind the administration’s priority agenda and deliver measures that respond to the country’s long-term development needs.

“We return to session with a clear duty: to turn the people’s expectations into laws that will endure from crisis to crisis. But our work still demands our full attention. Passing or advancing 18 of 52 LEDAC priority measures is real progress, but progress must never make us complacent,” Speaker Dy declared.

He pointed out that the chamber’s performance before the break showed that lawmakers could move major priority measures despite a crowded calendar, but the remaining session days will require even sharper coordination among House leaders, committees and members.

“The country does not judge Congress by the number of hours we spend in session, but by the reforms we are able to deliver for our people. This is the moment for every member of the House to stay focused, keep working and carry our legislative momentum forward. I am deeply grateful to all our colleagues for their service to the Filipino people,” Speaker Dy stated.

The Speaker said the remaining priority measures must be handled according to their readiness, with committees continuing technical work while the plenary focuses on bills that are already ripe for action.

He added that the House leadership will continue to align floor scheduling, committee output and Rules Committee coordination so that measures already close to passage will not stall in the final weeks.

Speaker Dy stressed that the LEDAC list is more than an administrative tracker, as it reflects a shared development agenda that reaches across social protection, governance, education, infrastructure, food security, health, digital policy and institutional reform.

“Every LEDAC measure carries a public purpose. Behind each one is a sector waiting for relief, a community waiting for better services or a reform that has waited too long to move,” Speaker Dy noted.

The Speaker said the House’s responsibility is to turn that list into concrete action and to show the public that Congress can finish work with order and seriousness.

“We know our responsibility, and we know that every remaining session day matters to the people we serve. The House must stay focused on the work before us, use the time wisely and make sure that the measures ready for action are not left waiting,” Speaker Dy said.

He stressed that the House under his leadership will keep working closely with the Executive to advance the priority agenda of President Ferdinand “Bongbong” Marcos Jr., while preserving the chamber’s role as an independent institution that deliberates, refines and delivers legislation.

“Napakalaking bagay sa Kongreso ang patuloy na suporta at pakikipag-ugnayan ng ating Pangulo upang mabilis na maipaabot sa ating mga kababayan ang serbisyong kanilang kailangan at inaasahan.”
