“ANUMANG tagumpay ng liderato ng Kamara ay hindi lamang tagumpay ng namumuno o sinumang miyembro ng Kongresong ito. Tagumpay din iyon ng mga empleyadong tumutulong para gumana ang institusyong ito araw-araw. Kayo po ang nasa likuran ng bawat tagumpay ng Kongreso.”
This was stressed on Tuesday by House Speaker Faustino “Bojie” G. Dy III as he honored 37 retiring House employees at the Salamat, Mabuhay Retirement Program, thanking them for their years of service to the institution.
“Today, we say that thank you in a very special way to 37 members of our House family,” Dy said.
The Speaker said employees make the work of the House possible, preparing before lawmakers arrive, staying through lengthy sessions, and working behind every hearing, document, and law.
“Kadalasan, hindi nakikita ang trabaho ninyo. Ni hindi nababanggit ang pangalan ninyo. But we know you are there. And we know how important you are to the House,” he said.
The House chief recalled how seeing longtime employees at the Provincial Capitol and City Hall during visits to Isabela reminds him that employees preserve institutional knowledge and sustain public service even as leaders change.
“Kayo ang nag-aalaga sa institusyon. Kayo ang may institutional memory. Kayo ang nakakaalam kung paano gumagana ang opisina, kung ano ang kailangang gawin, at kung paano maipagpapatuloy ang serbisyo kahit nagbabago ang mga namumuno,” he said.
Speaker Dy said the care employees give the House and its members carries a corresponding obligation for the institution to look after their welfare.
“Kaya para sa akin, mahalaga ang prinsipyong ito: kung inaalagaan ng ating mga empleyado ang Kongreso at ang mga miyembro nito, obligasyon din namin na alagaan ang ating mga empleyado,” he said.
The Speaker said this principle drives his push for employee benefits and programs. It also prompted him to visit House offices on his first anniversary in office to personally thank employees for their trust and continued service.
Dy recognized the decades of work rendered by the retirees, many of whom had served for 20, 30 or more years, and thanked their families for the sacrifices that allowed them to fulfill their duties.
He assured the retirees that the House leadership, together with Majority Leader Sandro Marcos, would continue to protect benefits and health programs for employees and retirees, while encouraging them to devote more time to themselves and their families.
