SPEAKER Faustino “Bojie” G. Dy III on Wednesday hailed barangay officials as Congress’ invaluable partners in nation-building for their role in bringing laws and government programs to the people.
In his video message played during the Liga ng mga Barangay sa Pilipinas (LNB) National Congress, Dy said barangay officials serve as the bridge between the national government and the people, turning laws and policies into tangible benefits for communities.
“Gaano man kaganda ang isang batas, gaano man kalaki ang pondong inilaan para rito, hindi magiging ganap ang tagumpay nito kung hindi ito makarating sa bawat barangay at sa bawat pamilyang Pilipino,” Dy stressed.
“Kaya naman hindi lamang kayo mga katuwang ng Kongreso. You are the invaluable partners of Congress in nation-building. Kayo ang tulay sa pagitan ng pambansang pamahalaan at ng ating mga kababayan.”
The Speaker from Isabela said Congress may enact laws, but it is barangay officials who ensure that government programs reach the people and produce real results.
“Maaaring sa Kongreso ginagawa ang mga batas, ngunit sa barangay nararamdaman ng tao kung gumagana ba ang mga ito,” Dy pointed out.
“Kayo ang unang nakakarinig ng hinaing ng mamamayan. Kayo ang unang tumutugon sa kanilang pangangailangan. At kayo rin ang unang nakakakita kung ano pa ang dapat nating pagbutihin bilang pamahalaan.”
Dy congratulated the LNB on the successful holding of its National Congress, describing the gathering as proof of the indispensable role barangays play in governance and in delivering government services to every Filipino.
Drawing from his own experience, Dy said he understands the challenges of barangay leadership because it was where his own public service journey began.
“Bago ako naging alkalde, gobernador, at kongresista nagsilbi muna ako bilang barangay chairman. Kaya alam ko po mismo ang mga hamon ng pamumuno sa barangay,” Dy said.
“Dahil dito, malaki po ang aking paghanga at respeto sa inyong lahat.”
Dy said the House of Representatives believes laws and programs become successful only when they are carried through to the barangay level.
“Sa House of Representatives, naniniwala kami na ang mga programa at batas na ating ipinapasa ay nagiging matagumpay lamang kapag naipararating ito hanggang sa antas ng barangay,” the House chief said.
Dy noted that in recent months, the House has approved measures to strengthen social protection for poor families, improve access to education, expand health care services, protect children from online exploitation, uphold the people’s right to information, and strengthen transparency and accountability in government.
He also highlighted the special session called by President Ferdinand R. Marcos Jr., saying it demonstrated the House’s readiness to act on urgent measures for the benefit of Filipinos.
Dy said lawmakers prioritized measures supporting students and teachers, assisting families facing crises, expanding access to tertiary education, establishing a National Center for Geriatric Health for senior citizens, and delivering essential services to geographically isolated and disadvantaged communities.
As the country continues to build a “Bagong Pilipinas,” Dy urged barangay officials to remain committed to ensuring that no community and no Filipino is left behind.
“Habang patuloy nating binubuo ang Bagong Pilipinas, umaasa kami sa inyong sipag at malasakit upang matiyak na walang komunidad at walang Pilipinong mapag-iiwanan.”
