THE Ombudsman has suspended Silang, Cavite Mayor Alston Kevin Anarna and Bids and Awards Committee Chairperson Nathaniel Anarna Jr. for six months without pay over alleged anomalies in the purchase of flowers and celebratory materials following the town’s fiesta celebration.
Interior and Local Government Secretary Benjamin Abalos Jr. received a copy of the order dated April 12, 2024, which was made public on April 24, 2024.
He has been tasked to immediately implement the suspension order, which is deemed immediately executory and signed by Ombudsman Samuel Martires.
The decision to suspend the officials was based on findings by graft probers, suggesting strong evidence of grave misconduct, serious dishonesty, and conduct prejudicial to the best interest of the service.
According to the order, allowing them to remain in office during the investigation could potentially hinder the inquiry and compromise the preservation of evidence.
There are concerns about their control and access to evidence, as well as the risk of further malfeasance and misfeasance in office.
Complainant Edgardo Arenco Bayan had requested their preventive suspension pending investigation into the alleged anomalies.
Bayan accused the officials of irregularities in the procurement of flowers and string lights used during the Silangueño Ball on January 28, 2023, in honor of the town’s patron saint.
It was alleged that the procurement of these items occurred after the event, which violates Republic Act. 9184, also known as the Government Procurement Reform Act, and its 2016 Revised Implementing Rules and Regulations.
Furthermore, there were claims of manifest partiality, evident bad faith, and gross inexcusable negligence in dealings with the supplier, Badeth General Merchandise.
