Sandro Marcos pushes for ALPAS Act: Free academic records for fresh graduates

admin March 23, 2026

HOUSE Majority Leader Ferdinand Alexander “Sandro” A. Marcos has introduced a legislative proposal aimed at easing the transition of fresh graduates into the workforce.

The proposed measure, dubbed the ALPAS Act, seeks to require higher education institutions (HEIs) to provide academic records free of charge to recent graduates. Additionally, the bill advocates for the adoption of digital systems to streamline and expedite the release of these crucial documents.

The ALPAS Act, championed by Representative Marcos, intends to alleviate the financial burden on new graduates who often face immediate expenses as they begin their careers.

By eliminating fees associated with obtaining transcripts and other academic records, the bill aims to provide tangible support during a critical juncture in their lives. This initiative recognizes that academic records are essential for job applications, further studies, and other post-graduation endeavors.

Furthermore, the proposed legislation emphasizes the modernization of recordkeeping and release processes within HEIs. The push for digital systems aims to enhance efficiency, reduce processing times, and minimize the potential for delays that can hinder graduates’ pursuit of employment or further education. This digital transformation is seen as a key component in ensuring that graduates can promptly access the documents they need without bureaucratic hurdles.

Representative Marcos expressed his commitment to the swift passage of the ALPAS Act, highlighting its potential to empower young Filipinos as they embark on their professional journeys. The bill represents a significant step towards supporting the nation’s graduates and modernizing the administrative processes within the higher education sector.
