BICOL Saro party-list Rep. Terry Ridon has alleged that the P96 million “ghost project” in Plaridel, Bulacan, linked to Wawao Builders, was inserted into the 2025 national budget during the bicameral conference committee.
Ridon’s statement suggests a potential loophole in the budget approval process, as the project was not present in either the National Expenditures Program (NEP) or the House’s version of the General Appropriations Bill (GAB).
According to Ridon, the fact that the project was added so late in the process, and subsequently deemed a “ghost project” by DPWH Secretary Vince Dizon, raises serious questions about transparency and oversight in the allocation of public funds.
