Rep. Santos: House panel subpoenas Villar nephew in flood inquiry

THE House mega panel investigating flood control projects has approved the issuance of subpoenas against four Las Piñas–based contractors accused of cornering the bulk of government infrastructure projects since the start of the Marcos administration in 2022.

At its second joint hearing, the Committees on Public Works and Highways, Public Accounts, and Public Accountability granted the request of Las Piñas Rep. Mark Anthony Santos to summon officials of Zero One Construction and Trading Inc., Omnicon Builders, I&E Construction Corp., and E.F. Chua Construction Inc.

According to Santos, the four contractors allegedly received millions of pesos in payments for flood control and other infrastructure projects in Las Piñas that were either left unfinished or not built at all.

The InfraComm also issued a subpoena to embattled contractor Sarah Discaya, president of Alpha and Omega General Contractor and Development Corp., along with three other firms that collectively cornered 13 multi-million-peso government projects in Las Piñas from 2022 to 2025.

Documents obtained by Santos’ office identified the managing officer of I&E Construction Corp. as former Las Piñas councilor and losing mayoralty candidate Carlo R. Aguilar, a nephew of former Sen. Cynthia Aguilar Villar and first cousin of former DPWH Secretary Mark Villar.

In September last year, the DPWH issued a notice to proceed to I&E Construction for the Dasmariñas–General Trias Diversion Road project in Cavite. Official records forwarded to Santos’ office also showed that I&E Construction was awarded 33 of the 339 multi-million-peso infrastructure projects in Las Piñas since 2022.

One of these, the ₱114.9-million bypass and diversion road along the Alabang–Zapote Diversion Road (from the Alabang–Zapote flyover to the C5 Bridge), awarded in March this year, was suspended by the DPWH.

To date, the project has recorded only 0.50 percent accomplishment, reportedly due to unresolved right-of-way issues involving private property owned by tycoon Lucio Tan.

“The question is: why did the DPWH allocate nearly ₱115 million for this project without first resolving the right-of-way problems? Has this been the agency’s standard practice all along?” Santos asked.

Santos further revealed that Aguilar is also the authorized managing officer of Omnicon Builders, based in BF Homes, Martinville, Manuyo II, Las Piñas City, which secured 39 infrastructure projects despite not obtaining the required mayor’s and business permits.

DPWH Undersecretary for Technical Services Ador Canlas also reported that the ₱3.8-million road rehabilitation project in Barangays Manuyo 1 and 2 registered zero accomplishment and is now considered a ghost project, with its deadline having lapsed on June 9.

Aside from these firms, records show Aguilar also serves as managing officer of Silverwolves Construction Corp., located along Alabang–Zapote Road, Admiral Village, Talon 1, Las Piñas.

Meanwhile, the InfraComm invited Joshua John Lopez, managing officer of Zero One Construction and Trading Inc., based in Admiral Road, Talon Tres, Las Piñas. From 2022 to 2025, Zero One Construction secured 39 government infrastructure projects in the city despite failing to secure the required local permits.

According to Canlas, the ₱28.9-million construction of a multi-purpose building in Barangay Talon 1 and the ₱7.8-million rehabilitation of another multi-purpose building in Barangay Pamplona 3 also posted zero accomplishments. The deadlines for these two projects lapsed last May 30 and August 28, respectively.

E.F. Chua Construction Inc., meanwhile, was awarded 17 projects in Las Piñas over the past three years. The firm also recorded zero accomplishment for its ₱4.8-million road project connecting Daang Reyna and Molino Paliparan in Barangay Almanza Dos.

The authorized managing officer of E.F. Chua is Gerald Nemesio Chua, Pascual St., Barangay Kasilawan, Makati City.

InfraComm chair Rep. Terry Ridon warned the contractors that they would be cited in contempt and arrested if they fail to attend Tuesday’s hearing.
