Rep. Erwin Tulfo, 4 other solons want 24-hr operations in gov’t infrastructures

HOUSE Deputy Majority Leader Erwin T. Tulfo, and his two colleagues from the ACT-CIS partylist, and two other solons filed a bill last Wednesday to streamline the implementation of government infrastructure projects, particularly in roads and bridges, through 24-hour operations to promote efficiency and its effective execution.

Rep. Erwin Tulfo and his two colleagues Reps. Edvic Yap and Jocelyn Tulfo and two other lawmakers Benguet Rep. Eric Yap and Quezon City 2nd District Rep. Ralph Tulfo filed the House Bill No. 9666 “An act Streamlining the implementation of the government infrastructure projects through round-the-clock operations to promote efficiency and its effective execution or the Accelerated Infrastructure Development Act of 2023.”

“Acknowledging the pressing need to meet the population’s increasing demands, this proposed measure mandates the adoption of round-the-clock operations in priority infrastructure projects,” the proposed measure said.

“This strategic move aims to revolutionize the efficiency and pace of project completion, addressing the longstanding challenges associated with prolonged timelines in traditional project management,” it added.

The bill applied to all government infrastructure projects funded by the national government, local government units, and government-owned and controlled corporations, particularly those involving the construction, repair, and maintenance of roads and bridges.

In a recent media interview, Tulfo also said that the proposed measure is the sentiments of the people who wanted to fast track all the government projects.

“Kasi ang naabala ang taong bayan. Tutal pondo naman ng buwis ng taong bayan yan, bakit pa sila marunong pa sa taong bayan. Ang gusto ng taong bayan matapos agad ang mga proyekto as soon as possible kasi nakakagambala,” Tulfo told reporters earlier.

“Enough na po sa 8am-4am lang ang project tapos nakatiwangwang ng Sabado at Linggo walang nagta-trabaho kasi day off ng manggagawa. Kalokohan po ‘yun, kasi sa ibang bansa hindi nila tinatantanan kahit Sabado at Linggo tinatapos nila ang proyekto at 24/7 sila nagta-trabaho,” Tulfo added.

The proposed measure also said that the implementing agency shall devise a suitable shift schedule, taking into consideration the nature and scope of the project, to maximize workforce and equipment utilization. Provided, that the number of shifts scheduled in a day shall be a minimum of three.

“This bill envisions a future where government infrastructure projects operate with unprecedented efficiency and effectiveness. By embracing round-the-clock operations, we seek to fulfill the public expectations for timely and sustainable infrastructure development,” the lawmakers added.
