Remulla: Robin Padilla law spurred crime surge; amendments sought

INTERIOR and Local Government Secretary Jonvic Remulla has called for urgent amendments to Republic Act 8294, widely known as the “Robin Padilla Law,” blaming the measure for a surge in criminal activity since it lowered penalties for illegal possession of firearms and made the offense bailable.

The renewed push to revise the law comes in the wake of the tragic fatal shooting at Ateneo de Zamboanga University, which has intensified scrutiny over how firearms are regulated and secured in the country.

Remulla explained that the law effectively eased punishments, making it easier for individuals — including those who should not have access to weapons — to avoid severe consequences.

By classifying illegal possession of firearms as a bailable offense, the secretary argued, the law has removed a critical deterrent and contributed to a rise in crimes committed with loose firearms. He is now pushing to restore the provision that makes illegal possession of firearms a non‑bailable offense, as originally intended before the law’s enactment.

The Ateneo de Zamboanga shooting, where a student allegedly carried high‑powered weapons onto campus, has highlighted gaps in the country’s gun control framework.

Remulla emphasized that strengthening penalties and denying bail could help prevent similar tragedies by discouraging the unauthorized ownership and carrying of firearms. Lawmakers and stakeholders are expected to review the proposed changes to ensure that public safety is prioritized and that loopholes are closed to keep weapons out of the wrong hands.
