RBH 7 aprubado na sa ikalawang pagbasa sa Kongreso

MATAPOS ang ilang araw ng matinding debate sa plenaryo, inaprubahan ng Kamara de Representantes, sa pamumuno ni Speaker Ferdinand Martin Romualdez ngayong Miyerkules, sa ikalawang pagbasa ang Resolution of Both Houses (RBH) No. 7, nang walang amyenda.

Ipinapanukala ng RBH 7 ang pag-amyenda sa mga mahihigpit na probisyong pang-ekonomiya sa edukasyon, public utilities at sektor ng advertising, matapos ang isang linggong lubos na debate sa mga merito nito.

Nakatakdang aprubahan ang RBH 7 sa ikalto at huling pagbasa sa susunod na linggo, bago magbakasyon ang Kamara para sa Semana Santa.

Bago inaprubahan, nagpatuloy ang debate sa plenaryo ang RBH.

Tiniyak ni Committee on Basic Education chairperson at Pasig City Rep. Roman Romulo si KABATAAN Party-list Rep. Raoul Danniel Manuel, na ang pagmamay-ari sa basic education ay mananatili sa mga mamamayang Pilipino, at ang corporation-owned and controlled schools ay mananatili sa 60/40, bilang rekisitos sa kasalukuyang konstitusyon, na mga Pilipino ang mananatiling mayoridad sa pag-aari.

Ito ay matapos na magtanong si Manuel kung ang mga katagang “unless otherwise provided by law,” ay manganghulugan ng kontrol at administrasyon ng mga foreign entities sa sektor ng basic education.

gaan na ang ekonomiya.

Idinagdag niya na kung hindi kikilos ang Kongreso, o magsabatas ng anuman, ay mananatili ang mahigpit na ekonomiya. “There’s no immediate legal effect, ang pinaka-important economic effect is the clear signal that we are now flexible. We have now moved economic policy away from the Constitution into legislation,” ani Quimbo.

Pinamunuan nina Deputy Speakers David “Jay-Jay” Suarez at Vincent Franco “Duke” Frasco ang sesyon sa plenaryo.
