Sa isang memo na may petsang September 5, 2022, itinalaga ang technical assistant na si Elaine Paredes para tumanggap ng perang donasyon bilang abuloy sa pumanaw na mga magulang ni Mancile.
Sa katunayan, nakadetalye pa sa memo ang GCash number ni Paredes para sa sinumang nagnanais na magbigay ng abuloy.
Pirmado umano ni PPA Assistant General Manager Carlito Castillo ang memo na may himig ng solicitation letter na naghahayag sa magkasunod na pagpanaw ng mga magulang ni Mancile nitong Agosto at Setyembre.
“Those who wish to extend their financial assistance to the bereaved family may want to send them thru Ms. Elaine L. Paredes with the following details. Let us offer our prayers for the eternal repose of their souls and comfort for the bereaved family,” ” ayon pa sa bahagi ng memo.
Samantala, itinalaga si Paredes ni Transportation (DOTr) Undersecretary for the Maritime Sector Elmer Francisco Sarmiento bilang Technical Assistant sa Office of the Assistant General Manager for Operations at “official focal person” para sa mga usaping pang-PPA noong Agosto 15, 2022.
