Police investigation suggests accidental slide in Cabral case

NEW evidence from a 3D scan of the ravine where former DPWH Undersecretary Maria Catalina Cabral’s body was discovered indicates she likely slid down the slope rather than being pushed, according to the Philippine National Police (PNP). This development could shift the focus of the ongoing investigation into her death.

The PNP’s Forensic Group officer-in-charge, Police Colonel Pierre Paul Carpio, stated in a press briefing on Monday that the body was found only about 0.2 meters from the base of the ravine. “If she was pushed, chances are the body would have been found farther away,” Carpio explained, suggesting the proximity of the body to the base of the ravine points away from foul play.

Carpio also noted the presence of scratches on Cabral’s hand and back, further supporting the theory that she slid down the slope. “You will see that she has scratches on her hand and back. There is a big probability that she slid off,” he added.

Cabral was found “unconscious and unresponsive” on December 18 near Kennon Road in Tuba, Benguet. A municipal doctor pronounced her dead at the scene beside the Bued River on December 19. Initial police findings suggested a possible suicide.

An autopsy report revealed that Cabral died from blunt traumatic injuries to the head, trunk, and extremities due to a fall from a height. The PNP also completed fingerprint, histopathology, and DNA examinations. Additionally, it was found that Cabral had previously tested positive for an antidepressant medication.

Cabral had resigned from the DPWH in September 2025 amidst investigations into allegedly anomalous flood control projects. Before her death, the Department of Justice (DOJ) was preparing to refer a plunder case involving Cabral to the Ombudsman, related to these projects in Bulacan. Prosecutor General Richard Fadullon confirmed that the case involved several DPWH officials and project proponents.
