PETITIONERS trooped to the Supreme Court urging to declare the transfer of P125 million contingency fund to the Office of the Vice President (OVP) as unconstitutional.
They said the transfer from the Office of the President to the OVP can only be done through the legislative department.
The petitioners include former Comelec chairAugusto Lagman, former Department of Finance undersecretary Maria Cielo Magno, Former vice presidential spokesman Atty. Barry Gutierrez, Contitution framer Christian Monsod, among others.
They said that the transfer avoids proper scrutiny of public fund usage and circumvents accountability.
The petitioners also requested the SC to order the return of the amount in question to the national treasury.
A Commission on Audit (COA) report revealed that the OVP spent the P125 million confidential funds in just 11 days in 2022.
Vice President Sara Duterte said they welcome the petition filed before the SC.
“Malugod po naming tinatanggap ang pagkakataong talakayin ang legalidad ng paglilipat ng pondo. Umaasa kami na ang dunog ng Korte Suprema ay magiging daan upang tuluyang matapos ang usapin na ito,” VP Sara said.
