THE Presidential Anti-Organized Crime Commission (PAOCC) has confirmed the identity of the alleged “boss of all bosses” of Philippine Offshore Gaming Operators (POGOs) involved in criminal activities.
In an interview on Super Radyo dzBB, PAOCC Executive Director Gilbert Cruz confirmed that Huang Zhiyang, who was found with five passports during a raid in Clark, Pampanga, is the “boss of all bosses” of illegal POGOs.
While Cruz did not confirm if Huang was the individual who helped former Bamban, Tarlac mayor Alice Guo escape the country, he did state that Huang assisted Guo in securing hotel accommodations in Singapore.
“‘Yung Huang Zhiyang, ‘yan din po yung nasa Singapore, ‘yan po ‘yung—kung napansin niyo ‘yung tumulong po kay Alice Guo para ma-accommodate siya sa isang hotel,” Cruz said.

Senator Jinggoy Estrada had previously stated that Huang Zhiyang was “most probably” the foreigner identified by Guo as the one who helped her flee. Estrada also claimed that Huang is currently in Taiwan.
The PAOCC’s confirmation of Huang’s identity as the “boss of all bosses” adds another layer to the ongoing investigation into POGO operations and their connection to various criminal activities in the country.
