MALACANANG has announced that Davao City Mayor Sebastian “Baste” Duterte and other local officials will face a formal investigation over their decision to dump piles of uncollected garbage right in front of the regional office of the Department of Environment and Natural Resources (DENR).
The order follows the mayor’s earlier public statement directing city personnel to treat the agency’s premises as a designated collection site, an act widely seen as a protest against the national government. According to Palace Press Officer Claire Castro, the inquiry will look into potential administrative lapses, negligence, and violations of environmental laws committed by the local leadership.
Castro confirmed on Tuesday that the Department of the Interior and Local Government (DILG), led by Secretary Jonvic Remulla, will conduct a thorough and impartial review of the incident. She explained that the investigation aims to establish whether the mayor and other officials acted within their authority or if their actions constituted abuse of power and disregard for regulations governing waste management and public order. “We do not want to preempt whatever action Secretary Remulla may take on this matter. What he assured us is that he will conduct an investigation,” Castro stated, emphasizing that due process will be observed at every stage.
Should the inquiry find sufficient evidence of wrongdoing, the officials involved will face corresponding administrative sanctions based on the severity of the offense. Castro outlined the range of penalties that may be imposed, starting from a formal reprimand or suspension, up to the ultimate penalty of removal from office. The outcome will depend on the findings regarding the gravity of their actions, the extent of damage or disruption caused, and whether there was clear violation of existing laws, executive orders, or established procedures in handling solid waste and interacting with national agencies.
The incident has highlighted tensions between local government units and national regulatory bodies, particularly regarding responsibility and accountability in environmental compliance. While Mayor Duterte’s move was interpreted by many as a show of protest over unmet waste management concerns, the Palace stressed that no official — whether local or national — is above the law. The results of the DILG investigation are expected to serve not only as a resolution to this specific case but also as a clear reminder that public officials must perform their duties within legal bounds and uphold proper governance at all times.
