Palace accuses Marcos impeach endorser of flood control corruption

admin January 20, 2026

MALACANANG has stated that the lawmaker who endorsed the impeachment complaint against President Ferdinand Marcos Jr. in the House of Representatives is a contractor implicated in anomalous flood control projects.

Pusong Pinoy Party-list Representative Jett Nisay, who endorsed the impeachment complaint, is reportedly one of eight contractors mentioned in the Independent Commission for Infrastructure (ICI) in connection with its investigation into flood control projects.

When asked about Atty. Andre de Jesus, who filed the impeachment complaint against the President, and Pusong Pinoy Party-list Rep. Jett Nisay, who endorsed the impeachment complaint, Presidential Communications Office (PCO) Undersecretary and Palace Press Officer Claire Castro said she had no personal knowledge of their intentions.

“Ang alam lang natin sa ngayon, ang party-list na nag-endorse ay isa sa walong contractors na nabanggit ng ICI (All we know for now is that the party-list that endorsed [the complaint] is one of the eight contractors mentioned by the ICI),” Castro said.

In late November, the Independent Commission for Infrastructure (ICI) recommended the filing of criminal and administrative complaints against several “contractors” or lawmakers allegedly owning companies that secured government projects. Nisay, allegedly linked to JVN Construction and Trading, was reportedly awarded three infrastructure projects from 2021 to 2022, with a price tag of over P73 million. “JVN Construction and Trading (‘JVN’) is a sole proprietorship owned by Rep. Jernie Jett Nisay (‘Rep. Nisay’), who has been serving as a representative of the Pusong Pinoy Partylist since 2022 up to the present,” according to the ICI referral on Nov. 26.

Meanwhile, House Speaker Faustino Dy III asserted that he sees no basis to justify the impeachment complaint against President Marcos. Dy added that impeachment complaints should not be used for political purposes. He explained that the House will focus on creating important laws when it opens its session. Manila Rep. Joel R. Chua, chair of the House Committee on Good Government and Public Accountability, said that the committee will receive and process the impeachment complaint against Marcos based on the Constitution and House Rules.
