OSG to file quo warranto petition vs Alice Guo in July

THE Office of the Solicitor General may be set to file a quo warranto petition in July against Bamban, Tarlac Mayor Alice Guo, who is currently serving a six-month preventive suspension by the Office of the Ombudsman.

This, after the National Bureau of Investigation’s (NBI) confirmed that Guo’s fingerprints match those of Chinese passport holder Guo Hua Ping.

 “This evidence will be extremely useful. But we have to tie this up with other existing evidence to come up with a cohesive picture,” Solicitor General Menardo Guevarra said.

When asked if a quo warranto petition might be filed next month, Guevarra responded, “yes.”

A quo warranto petition is filed to question an individual’s right or authority to hold the public office that he or she is occupying.

Under the Rules of Court, it is an action against a person who usurps, intrudes into, or unlawfully holds or exercises a public office, position or franchise.

It can also be filed against a public officer who does or suffers an act which, by the provision of law, constitutes a ground for the forfeiture of his office.

Guo faces accusations of involvement in the illegal activities of Philippine Offshore Gaming Operators (POGOs) in her town and questions about her true citizenship.
