THE Office of the Solicitor General (OSG) has asked the Supreme Court (SC) to dismiss a petition seeking to declare the 2025 national budget unconstitutional due to alleged irregularities.
In their 89-page comment, the OSG argued that the petition is formally defective and lacks sufficient basis. They also maintained that the General Appropriations Act (RA 12116) does not violate the 1987 Constitution despite the lack of funding for PhilHealth, stating that Congress is not obligated to allocate funds for it annually.
The OSG also refuted the allegation that the bicameral conference committee report contains blank portions, insisting that the approved bill is complete.
The SC is scheduled to hear oral arguments on April 1, where House appropriations chairperson Stella Quimbo and the technical working group are summoned.
