DESPITE the House of Representatives carrying out its constitutional mandate to act on impeachment complaints, Majority Leader Ferdinand Alexander “Sandro” A. Marcos ensured the chamber remained productive, according to Deputy Speaker Paolo P. Ortega V.
Ortega credited Marcos for shepherding the passage of priority measures aligned with Speaker Faustino “Bojie” G. Dy III’s legislative direction, noting the House continued to approve key national and local bills, advance reforms, and adopt significant resolutions. He emphasized that the impeachment process did not derail the chamber’s broader legislative mandate.
Ortega highlighted Marcos’ twin priority measures: House Bill (HB) No. 7432, or the “No Work, No Pay for Members of Congress Act,” and HB No. 7443, proposing the abolition of the travel tax. He stated these measures reflect a commitment to public accountability and economic growth.
Ortega noted that even as the House processed impeachment complaints, committees and the plenary continued to deliberate on measures affecting energy security, worker protection, public safety, and national observances. Key measures approved include HB No. 6676, the proposed Energy Systems Storage Act, and HB No. 7239, mandating compulsory insurance coverage for electrical and telecommunications line workers.
In addition, the House passed several bills declaring national days of appreciation and remembrance.
On second reading, the House approved HB No. 7565 mandating the proper installation and maintenance of overhead electric distribution and communication lines, alongside the omnibus approval of several local holiday bills.
Beyond legislation, the House adopted resolutions expressing condolences to the family of former Speaker Jose C. De Venecia Jr. and honoring former lawmakers. The chamber also adopted commendatory resolutions recognizing Filipino athletes and institutions.
Ortega emphasized that the record of approvals, the progress of bills, and the adoption of resolutions reflect a chamber that remains disciplined and focused on governance, even while performing its constitutional oversight functions.
