Minority urges Cayetano to resign after missing two straight sessions

THE Senate minority bloc has formally issued a statement calling on Senate President Alan Peter Cayetano to step down from his post, citing his absence from two consecutive plenary sessions and the resulting paralysis of the chamber’s work.

This appeal comes as the upper house remains unable to conduct its regular business after members of the majority bloc repeatedly failed to attend scheduled proceedings, a move that has effectively prevented the Senate from fulfilling its legislative and constitutional duties.

Members of the minority expressed deep concern over what they described as a clear lack of leadership at a critical time when the Senate faces significant legal and political developments.

They emphasized that the Senate President is expected to ensure that the chamber functions smoothly, maintains order, and guides its agenda — responsibilities which they say have been neglected. By being absent and allowing the majority to skip sessions without valid reason, the minority argued that Cayetano has failed to uphold the institution’s integrity and has compromised its ability to act as a co‑equal branch of government.

According to the statement, the continued absence of leadership and the refusal of the majority to participate in proceedings have caused unnecessary delays to priority bills, confirmation hearings, and other urgent matters.

The minority stressed that such inaction undermines public trust and deprives the people of the representation and service they deserve. They reiterated that for the Senate to regain its credibility and independence, a change in leadership is necessary, and called on Cayetano to respect the institution and step down from his position.
