THE Lakas-Christian Muslim Democrats (Lakas-CMD) has formally asked the National Bureau of Investigation (NBI) to conduct a full and exhaustive probe into the source and distribution network of a fabricated document labeled “Oplan Horus.”
In a letter dated April 23, 2025, addressed to NBI Director Jaime B. Santiago, Lakas-CMD Executive Director Anna Capella Velasco expressed deep concern over what she described as “malicious and falsified” nature of the circulating material.
The manufactured document, labeled Oplan Horus, falsely attributes authorship to House Majority Leader Rep. Manuel Jose “Mannix” M. Dalipe and bears his forged signature.
“This manufactured document was published in The Manila Times on 23 April 2025 and has since been widely disseminated on multiple social media platforms,” Velasco stated.
“It has caused significant reputational damage not only to the Office of the Majority Leader, but also to the House of Representatives and the Lakas-Christian Muslim Democrats,” said Velasco.
Velasco stressed that the said document was “clearly fraudulent and contains a forged signature purporting to be that of Rep. Dalipe.”
She emphasized that the House Majority Leader “categorically denies any knowledge of or involvement with the said document.”
The party strongly believes the incident constitutes identity fraud, cyber libel and possible violations under the Cybercrime Prevention Act of 2012.
They are calling on the NBI to establish the origin of the forged document and pursue all legal remedies against the perpetrators.
“In light of this, we respectfully request… a full investigation to identify the individuals or groups responsible for the creation and distribution of the fabricated ‘Oplan Horus’ document,” the letter read.
Lakas-CMD also requested that the NBI determine how the forged document was published in a major news outlet and disseminated on social media platforms.
They urged coordination with Meta and other digital platforms for forensics and user traceability.
The group asked the NBI to “initiate the appropriate legal proceedings and file criminal charges, if warranted, against those found responsible for the fabrication, publication and malicious sharing” of the false material.
Velasco added that they are ready to submit all available evidence to support the investigation, including “the published document, screenshots of social media posts, digital copies, and sworn statements.”
“We urge the NBI to treat this matter with the utmost urgency,” the letter continued.
“It involves not only the identity and integrity of a high-ranking public official but also the credibility of our democratic institutions ahead of the 2025 midterm elections,” it said.
Lakas-CMD underscored that the spread of this fake document is part of a dangerous pattern of disinformation meant to mislead the public and destabilize democratic processes.
The group emphasized that the real threat posed by the circulation of “Oplan Horus” lies in its potential to erode the public’s faith in democratic institutions just months before a critical national election.
The request was submitted on behalf of Rep. Dalipe, who also serves as Executive Vice President of Lakas-CMD.
