SPEAKER Faustino “Bojie” G. Dy III on Tuesday said the House of Representatives is prepared to move with urgency to deliver concrete relief measures following President Ferdinand R. Marcos Jr.’s declaration of a state of national energy emergency.
“The House will move with the same urgency, through targeted interventions, close oversight, and real relief for our people,” Dy said, signaling swift legislative action to cushion the impact of rising fuel prices and potential supply disruptions.
Dy expressed full support for the president’s move, calling it a timely and necessary step to shield the country from the growing impact of the Middle East conflict on fuel supply, prices, and the broader economy.
“President Bongbong Marcos moved with urgency because the threat is real and immediate. This is about staying ahead of the crisis before it hits Filipino families harder,” said Dy.
Through Executive Order No. 110, the President placed the country under a national energy emergency, citing the “imminent danger” to the country’s energy supply due to global disruptions and rising oil prices.
The order also adopts the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) as a whole-of-government framework to ensure stable supply chains, uninterrupted essential services, and continued economic activity.
According to the Speaker from Isabela, the declaration allows the government to act faster to secure supply lines and keep essential services running without disruption.
“Kapag naantala ang suplay ng enerhiya, hindi lang ilaw ang mawawala, pati transportasyon, pagkain, at kabuhayan ang tatamaan. Kaya dapat tayong kumilos nang maagap at may buong pagpapasya,” he said.
He noted that the House has already begun acting on measures to provide immediate relief, including the same-day signing and transmittal to the Senate of the proposed suspension of the excise tax on fuel.
The Speaker backed the UPLIFT framework, describing it as a critical mechanism to keep the economy stable during the crisis.
“UPLIFT is about discipline and coordination in government, ensuring a steady supply of fuel, food, and other essentials while leaving no sector behind,” Dy said.
He stressed that the House will align its legislative agenda with the emergency response to ensure that government action translates into real, felt relief on the ground.
“In moments like these, unity in government is not optional. It is essential to protect our people and keep the nation moving forward.”
