THE House Committee on Justice has subpoenaed Ramil Lagunoy Madriaga, the alleged bagman of Vice President Sara Z. Duterte, to testify and submit key evidence in the ongoing impeachment proceedings over the use of confidential funds.
In a subpoena ad testificandum et duces tecum dated March 31, 2026, the panel ordered Madriaga, currently detained at Camp Bagong Diwa in Taguig City, to appear before lawmakers on April 14, 2026 at 10:00 a.m. at the House of Representatives in Quezon City.
“You are hereby directed to appear before the Committee on Justice on April 14, 2026, 10:00 A.M., at the 2nd Floor of the People Center, House of Representatives, and to submit the following documents,” the order read.
Madriaga was directed to present the “original copies” of an “affidavit dated November 29, 2025” as well as “any other evidence in your possession.”
The subpoena detailed his alleged role in the handling of confidential funds tied to the Office of the Vice President and the Department of Education.
“You worked for the Vice President and formed the Vice-Presidential Security and Protection Group (VPSPG). Between 2022 and 2023, you received the Office of the Vice-President’s and Department of Education’s confidential funds from VPSPG’s Col. [Raymund Dante] Lachica and delivered them to the Vice-President’s friends and acquaintances,” the document stated.
The panel said the documents and testimony are being sought in connection with the impeachment complaints filed against Duterte and endorsed by several lawmakers.
The order was issued “by authority of the Committee,” and signed by Justice Committee chairperson Gerville “Jinky Bitrics” Luistro of Batangas, Speaker Faustino “Bojie” G. Dy III, and attested by Secretary General Atty. Cheloy E. Velicaria-Garafil.
The House panel is conducting hearings to determine whether sufficient grounds exist to elevate the impeachment complaints to the plenary for possible transmittal to the Senate.
