DPWH dismisses another engineer over defective Bulacan projects

One of the defective flood control projects in Bulacan being scrutinized by the DPWH for alleged irregularities.

PUBLIC Works and Highways (DPWH) Secretary Vince Dizon announced on Tuesday, Sept. 9, the dismissal of Project Engineer Paul Jayson Duya for alleged involvement in three defective flood control projects in Bulacan, valued at a combined ₱247 million.

This move signals a continued crackdown on corruption and negligence within the department.

The Commission on Audit (COA) Fraud Audit team identified Duya, along with other officials including former 1st District Engineer Henry Alcantara and Assistant District Engineer Brice Ericson Hernandez, for irregularities uncovered in the province.

The COA report highlighted significant discrepancies, including incomplete construction, misaligned dikes, and overstated work, indicating a failure of oversight and a disregard for proper construction standards.

Secretary Dizon emphasized the DPWH’s commitment to accountability, stating that all those found responsible for the defective projects will face dismissal. He added that the official dismissal of Hernandez and Mendoza would be announced in the coming days.

The DPWH’s actions aim to address the misuse of public funds and ensure the effective implementation of flood control projects to protect communities from flooding.
