Dizon seeks license revocation for 20 employees in flood control scandal

Metrosundaily October 3, 2025

PUBLIC Works Secretary Vince Dizon has requested the Professional Regulation Commission (PRC) to revoke the licenses of 20 Department of Public Works and Highways (DPWH) personnel implicated in corruption cases related to alleged anomalies in flood control projects.

Dizon submitted evidence to PRC Chairman Charito Zamora, targeting engineers, accountants, and architects, including key figures like former Bulacan district engineer Henry Alcantara and former assistant district engineers Brice Ericson Hernandez and Jaypee Mendoza.

The evidence presented includes filed cases, Commission on Audit (COA) fraud audit reports, and DPWH internal fraud audits.

PRC chief Zamora assured a swift review, emphasizing due process, with the accused professionals given 15 days to respond and another 15 days to file position letters before the board’s 30-day resolution period.

The DPWH and PRC also signed a memorandum of agreement to enhance information sharing, complaint referrals, and joint investigations. Dizon emphasized the MOA’s aim to strengthen cooperation in preventing future unlawful schemes and ensuring accountability for both contractors and DPWH professionals who violate ethical standards.
