NAMING 12 regional directors and 11 assistant regional directors to new positions in a slew of appointment orders issued over the weekend, public works secretary Vivencio ‘Vince’ Dizon implemented a major shakeup in the Department of Public Works and Highways (DPWH) in alignment with President Ferdinand ‘Bongbong’ Marcos Jr. (PBBM)’S directive to’ clean’ the agency of irregular and anomalous transactions.
Not covered, though, in the latest major revamp was the National Capital Region, where Dizon had already appointed then DPWH regional director for Western Visayas Joel Limpengco as DPWH-NCR regional director in October the previous year.
The public works chief issued the reshuffle last week on Thursday, January 22. He named Editha Babaran, erstwhile DPWH-Region IV-B regional director, as officer-in-charge of the Cordillera Administrative REGION (CAR), replacing Khadaffy Tanggol, who was named as officer-in-charge of DPWH Region V (Bicolandia), replacing Virgilio Eduarte, reportedly under investigation for involvement in the ghost flood control scandal.
As a result, Dizon announced Eduarte as “reassigned” in the order appointing Tanggol.
On the other hand, DPWH Region1 assistant regional director Richard Ragasa was named officer-in-charge of DPWH Region I, replacing regional director Ronel Tan, whose name has been implicated in the ghost flood control scandal and was declared as “reassigned” by Dizon in his order.
In addition, Pampanga Third District Engineering Office (DEO) district engineer Arnold Ocampo was appointed as OIC of DPWH Region III, replacing assistant secretary Rommel Tello, who was named to concurrently fill the post last December upon the retirement of then regional director Roseller Tolentino.
Batangas 3rd DEO district engineer Carolina Pastrana, meanwhile, was appointed OIC DPWH Region IV-A regional director, replacing regional director Jovel Mendoza, again declared as “reassigned” by Dizon.
Negros Oriental 3rd DEO district engineer Oscar dela Cruz, on the other hand, was appointed OIC DPWH Region IV-B regional director, replacing Babaran.
DPWH Region VI OIC regional director Jose Al Fruto was named OIC DPWH-Negros Island Region regional director, replacing Denise Ayag, who was in turn appointed OIC regional director of DPWH Region VI.
Former Catanduanes DEO district engineer Simon Arias, on the other hand, was named as OIC regional director of DPWH Region VII, replacing Danilo Villa, who has been named as one of the DPWH regional directors undergoing a lifestyle check.
DPWH Region XII regional director Basir Ibrahim and DPWH Region IX regional director Cayamombao Dia swapped posts.
Sabiniano Caliao Jr., erstwhile DPWH Region X assistant regional director, was named DPWH Region XIII OIC-regional director, replacing Alex Ramos who reportedly retired.
Bulacan First DEO OIC district engineer Josefino Melgar Jr. was named OIC assistant regional director of DPWH CAR, replacing Emmanuel Diaz who had retired.
Metro Manila Second DEO district engineer Ruby Canlas, was named OIC assistant regional director of DPWH Region III, replacing Melquiades Santo Domingo, who had retired.
Nueva Vizcaya 2nd DEO district engineer Rosita Tinawin was named OIC assistant regional director of DPWH Region IV-B, replacing Neil Farala, who had earlier been named among the DPWH regional executives removed from their posts.
Davao City DEO district engineer Ferdinand Dallo was promoted as DPWH Region V OIC assistant regional director, replacing Annie dela Vega, also announced as among those removed from their posts by Dizon.
DPWH Region VII executive Nonato Paylado, on the other hand, was named DPWH Region VII OIC assistant regional director, replacing Isidro Encarnacion, who had retired.
DPWH Region XII assistant regional director Najib Dilangalen and Region IX assistant regional director Soray’yah Ibrahim also swapped posts.
Engineer Joweto Tulaylay was named DPWH Region XI OIC-assistant regional director, replacing Cirilo Lasaca.
DPWH Region X engineer Virgie Nayve, on the other hand, was named OIC-assistant regional director of the DPWH Region X, replacing Sabeniano Caliao Jr.
DPWH Region XIII engineer Vincent Roderick Acebes was named OIC assistant regional director of DPWH Region XIII.
A retirement from a DPWH bureau directorship post, DPWH Bureau of Maintenance director Edgar Cuenco’s, triggered the appointment by Dizon of engineer Jumar Tablando as OIC director of the maintenance bureau last January 22.
