THE Department of Budget and Management (DBM) has ordered the strict enforcement of lifetime blacklisting under the New Government Procurement Act (RA 12009) against corrupt government contractors, suppliers, and consultants.
According to Budget Secretary Amenah Pangandaman, companies found to have violated the law three times due to fraudulent transactions, falsification, collusion, or repeated violations will be permanently banned from all government bidding processes. “Sa bisa ng NGPA, tinutupad natin ang adhikain ni Pangulong Marcos na magkaroon ng bukas, inklusibo, at tapat na pamahalaan,” Pangandaman said.
This action is part of a thorough investigation into alleged anomalous flood control projects involving officials and private contractors.
In addition to lifetime blacklisting, the law also includes provisions for temporary suspension, corrective measures, and a two-year blacklisting for serious violations.
The reform aims to end the “patronage system” and ensure that public funds are allocated only to trustworthy partners.
