COA to audit flood control projects after flooding

FOLLOWING persistent flooding in Metro Manila and nearby provinces, the Commission on Audit (COA) has directed its Performance Audit Office (PAO) to conduct an in-depth review of government flood control projects.

COA Chairperson Gamaliel A. Cordoba signed the memorandum on August 23, 2025, ordering the immediate performance audit in accordance with COA Resolution No. 2024-018, implemented on December 16, 2024.

This resolution approved the Performance Audit Portfolio (PAP) for 2024–2026, which includes 30 programs and projects to be subjected to performance audits using a risk-based approach.

A key component of the PAP is the Flood Risk Management and Resiliency Program, encompassing various flood control projects.

The COA stated that the PAO will assess whether these projects have effectively prevented or reduced the impact of flooding, especially given the billions of pesos in funding allocated by the government.

Cordoba’s directive also responds to President Ferdinand Marcos Jr.’s concern regarding the severe damage caused by flooding despite ongoing infrastructure spending and flood control measures.

The President emphasized the need to ensure the proper use of public funds and to guarantee that Filipinos benefit from government-funded projects. The PAO has been instructed to promptly submit its report after the audit to guide the government’s next steps and identify areas where projects are failing.
