MANILA Representative Joel Chua has filed House Bill 1404, seeking to expand the 20% senior citizen discount to include the purchase of mobile phones.
Chua argues that many senior citizens lack access to mobile phones, limiting their ability to access government services, online transactions, and communication with family and friends. He believes that extending the discount will make mobile phone ownership more accessible to this demographic.
The bill aims to empower senior citizens by enabling them to utilize mobile applications and the internet for accessing government aid, conducting online transactions, and staying connected.
Chua anticipates that the legislation will also incentivize mobile phone companies to develop senior-friendly models and applications featuring user-friendly interfaces, clear displays, and straightforward instructions. The proposed law also includes provisions to expand senior citizen pension coverage to all seniors, regardless of income level, and to ensure universal PhilHealth coverage for all senior citizens.
Representative Chua, a lawyer and advocate for urban poor and sports development, stated that the bill aims to bridge the digital divide among senior citizens and improve their overall quality of life.
He emphasized the importance of mobile phones in receiving electronic cash transfers from relatives, friends, and government aid programs. The bill is currently awaiting deliberation and consideration in the House of Representatives.
