THE Commission on Appointments (CA) has temporarily halted the confirmation process for Jaybee Ruiz, President Ferdinand Marcos Jr.’s appointee as Presidential Communications Office (PCO) secretary.
The decision, reached during a CA panel hearing on Tuesday, was driven by a lack of sufficient time to adequately deliberate on Ruiz’s qualifications.
The motion to suspend the deliberation, met with no objections from panel members, including representatives from the Executive Office, PCO, and even the Philippine Space Agency, effectively puts Ruiz’s confirmation on hold.
This development comes as a surprise to some, given Ruiz’s confirmation that his appointment remains active.
“Executive Secretary Lucas Bersamin advised me to continue my duties, assuring me that my appointment hadn’t been withdrawn,” Ruiz stated following the CA panel’s decision.
This statement highlights the unusual circumstances surrounding the postponement. The lack of opposition to the suspension suggests a procedural rather than substantive issue is at play.
Ruiz’s appointment, announced in February, followed the departure of Cesar Chavez after less than six months in the PCO’s top position.
