CAVITE 4th District Representative Francisco “Kiko” Barzaga Jr.’s failure to attend his own ethics hearing on Monday has intensified the controversy surrounding the complaint filed against him. Barzaga admitted in an ambush interview that he missed the hearing because he had been up late “playing computer games.”
The ethics complaint, filed last month by members of the National Unity Party (NUP), accuses Barzaga of “unusual behavior,” including a sudden speakership bid and “lewd” social media posts. Deputy Speaker Ronaldo Puno, who leads the NUP, alleges that Barzaga may have committed four violations of House rules:
- Not acting in a manner that reflects creditably on the House
- Engaging in acts contrary to law, good morals, customs, and public policy
- Conduct that incites seditious activity
- Conduct prejudicial to the best interest of the service and unbecoming of a member of Congress
Barzaga, a former NUP member, left the party after Puno reportedly accused him of plotting to oust House Speaker Martin Romualdez.
Barzaga’s explanation for missing the hearing has drawn criticism and raised questions about his commitment to his duties as a legislator. His absence comes at a critical time, as the House ethics panel is now tasked with determining whether there is sufficient evidence to warrant further investigation and potential disciplinary action.
