Abalos calls CHED, DOLE, TESDA to start implementing Labor Education Law

4Ps Party List Representative JC M. Abalos calls on DOLE, CHED, and TESDA to craft the IRR of Labor Education Act of 2021, or Republic Act No. 11551, after two years since its enactment in May 2021.

“This is a law that invests in our future workforce. A workforce that holds the potential to foster a healthier and more empowered labor force. Despite its benefits, it is disheartening to witness the lack of emphasis and attention given to this crucial legislation” said Abalos in his privilege speech delivered last Monday.

He lauded the lawmakers of the 18th Congress who crafted this important measure  that gives flesh and bone to the constitutional rights of Filipino workers, promoting their welfare and in adherence to the country’s commitment to the International Labor Organizations (ILO).

Abalos added, “This law, albeit not a silver bullet to workers’ problems, can aid our future workers in knowing their freedom of association and organization. We must empower future workers to be knowledgeable, assertive, and collaborative in their pursuit of just and equitable treatment.”

He also acknowledged the need to include Senior High School students in the coverage of the Labor Education Act, mentioning the Philippine Institute for Development Studies (PIDS) in their 2020 study that 20% of SHS graduates enter the workforce, hence, the necessity to know their labor rights. Abalos reiterated for the mandated agencies to “diligently and wholeheartedly fulfill” their responsibility to the Filipino people.
