PASIG City Mayor Vico Sotto has taken legal action against his former election opponent, contractor Sarah Discaya, by filing a complaint before the Commission on Elections (Comelec) on Thursday.
The complaint alleges campaign overspending and perjury in connection with the upcoming 2025 midterm elections.
Mayor Sotto personally submitted the complaint to the Political Finance and Affairs Department of Comelec, accompanied by his election lawyer, Atty. Romulo Macalintal. The move signals a serious escalation of political tensions between Sotto and Discaya, who were rivals in the last election.
Speaking to reporters after filing the complaint, Sotto emphasized the importance of upholding the law, stating, “I think it’s clear and blatant violations of election law. In fact, I don’t want to do this, but we want everyone in Pasig City to abide by the law. You need to obey the election laws.”
Sotto’s complaint accuses Discaya of violating the Omnibus Election Code and Article 183 of the Revised Penal Code for allegedly making untruthful declarations of campaign expenditures and false entries in her Statement of Contribution and Expenditure (SOCE).
The complaint alleges that Discaya exceeded the authorized campaign spending limit, a violation of Section 100 in relation to Section 262 of the Omnibus Election Code.
