THE Quezon City Police District has filed cases of frustrated murder and violation of Republic Act 10591 or the Illegal Possession of Firearm and Ammunition in relation to Omnibus Election Code to Police Corporal Reymark Rigor for allegedly shooting at a Transport Network Vehicle Service (TNVS) passenger, on the eve of February 8.
Initial report states that victim Ad Castor was onboard a TNVS unit when he saw the suspect who disembarked from his motorcycle and pointed a gun at them. Then, the armed suspect went back to his motorcycle.
After a few moments, the passenger went out of the vehicle to warn the people inside the next vehicle of the suspect’s demeanor. Suddenly, Castor was shocked when he felt that something hit his chest. The TNVS driver said that the suspect fired a gunshot at the victim.
Aside from the charges against him, Rigor was relieved from his post, transferred to Admin Holding Unit of District Personnel and Records Management Division, and administratively charged for Grave Misconduct (Summary Dismissal Proceedings).
He posted bail amounting to P200,000 however, he was confined inside Camp Karingal while undergoing his administrative hearing.
Meanwhile, police officers who were assigned to conduct an investigation on the case are also confined inside the camp and are undergoing Pre-Charge Investigation by this District for Neglect of Duty for their failure to conduct a thorough and proper investigation on the said incident.
“This shows that we are holding our police personnel accountable for their behavior. We give them the right avenue to answer the allegation while making sure that the wheel of justice for the victim is turning,” PNP Chief General Dionardo Carlos said.
Carlos added, “In the recent days, there have been reports of crimes involving police personnel. We want to assure the public that your PNP does not condone any act of violence. An act of few men does not reflect and disrupt the entire organization’s mission to protect and serve the public.”
