THE Quezon City Police Department (QCPD) has filed multiple charges against a police officer involved in a road rage incident that resulted in the death of a motorist on March 20, 2025.
According to QCPD Acting Director, PCOL Melecio Buslig, Jr., the incident occurred at around 6:30 PM on Tandang Sora Avenue, Barangay Old Balara, Quezon City. The suspect, identified as PEMS Randy Enano Tuzon, 48, a resident of Barangay Kaligayahan, Quezon City, was assigned to the Batasan Police Station (PS 6).
Based on the investigation conducted by the Criminal Investigation and Detection Unit (CIDU), the victim, Ronnie Casero Borromeo, 42, was driving a Mitsubishi L300 with Reynaldo Hagos, 51, as a passenger. The incident allegedly began when Tuzon, driving another L300 van, cut off Borromeo’s vehicle.
The altercation escalated when Tuzon confronted Borromeo and Hagos. During the argument, Borromeo allegedly struck Tuzon with a metal object, prompting Tuzon to draw his firearm and shoot at the victims.
Following the incident, Tuzon surrendered to police officers on Commonwealth Avenue, turning over the firearm he used. Hagos was rushed to East Avenue Medical Center for treatment, while Borromeo was transported to Diliman Hospital, where he was declared dead at 8:05 PM.
A forensic examination revealed that Borromeo sustained multiple gunshot wounds to various parts of his body, while Hagos was hit in the left hip and thigh. Seven (7) bullet casings and one (1) fired bullet were recovered from the crime scene.
The suspect was charged with Murder; Frustrated Murder; violation of R.A. 10591 (Comprehensive Firearms and Ammunition Regulation Act); and B.P. 881 (Omnibus Election Code) in accordance with COMELEC Resolution No. 11067 on March 22, 2025.
