NATIONAL Bureau of Investigation Director Jaime Santiago presented the arrested foreign nationals Ni Qinhui and Zheng Wei, along with three Filipinos identified as Mark Angelo Binza, Leo Laraya Panti, and Omar Khan Kashim Joveres.
According to the NBI, the suspects targeted Villamor Airbase, Camp Aquinaldo, Camp Crame, the US Embassy, and other locations, allegedly receiving payments of P2.5 to P3 million per month for their activities.
NBI agents apprehended Qinhui and his accomplice Wei at Qinhui’s residence following an investigation.
Qinhui’s wife, Melody, admitted that her husband possessed ICT equipment, specifically IMSI catchers, in their condominium unit. She revealed that her husband had hired Omar, Leo, and Mark to operate the equipment in Metro Manila.
To prove her husband’s innocence, Melody voluntarily surrendered several sets of the equipment, known as International Mobile Subscriber Identity (IMSI) catchers, to NBI agents.
