Joint NBI-BI agents arrest Chinese woman for identity fraud

THE National Bureau of Investigation (NBI) and the Bureau of Immigration (BI) arrested a Chinese national, Wang Xijun, at the Ninoy Aquino International Airport (NAIA) on July 13, 2025, for misrepresenting herself as a Filipino citizen.

The arrest followed an intelligence report indicating Wang’s use of the Filipino name Cassia Palma Poliquit in business transactions.

An NBI-Cavite District Office (NBI-CAVIDO) investigation revealed Wang had obtained a Philippine passport and Certificate of Live Birth under the assumed identity, and had established several companies while posing as a Filipino citizen. This was despite Wang possessing a Special Investor’s Resident Visa (SIRV) as verified by the Bureau of Investment.

Fingerprint analysis conducted by the NBI Dactyloscopy Division confirmed that Poliquit, Cassia Palma, and Wang Xijun are the same person.

The BI charged Wang with violating immigration laws, specifically misrepresentation as a Filipino, violating the limitations and conditions of stay, and undesirability. The NBI-CAVIDO subsequently filed charges against Wang on July 28, 2025, before the Prosecutor’s Office of Taguig City, for violations of Articles 172 and 171 of the Revised Penal Code, Article 178 of the Revised Penal Code, and Section 19 (b)(1) and (c)(1) of Republic Act 8239 (Philippine Passport Act of 1996). NBI Director Santiago praised the collaborative effort and indicated that the NBI will further investigate this case, drawing parallels to other instances of identity fraud.
