THE House of Representatives confirms the arrest of the primary suspect in the killing of Director Mauricio “Morie” Pulhin, Chief of Technical Staff of the Committee on Ways and Means.
Cris Mark Mangarin Bayhonan, 35, alias “Glenn Balbido Robredo,” was arrested along with alleged accomplice Cedlyn Vargas Beberino, 26, during a buy-bust operation on July 15, 2025, at Northview 1, Batasan Road, Quezon City. The operation, based on intelligence on Bayhonan’s alleged illegal firearms trade, was carried out by a composite QCPD team with support from Malabon police.
Despite initially agreeing to meet in Malabon, the suspects moved the location twice, ultimately returning to Quezon City, requiring swift inter-agency coordination.
Seized during the operation were:
From Bayhonan: a loaded .9mm Colt MK-4 pistol, an MK2 hand grenade, multiple IDs under the alias “Glenn Robredo,” and photos of him in a security guard uniform
From Beberino: marked buy-bust money, three IDs under the name “Cedlyn Sungkados Vargas,” a mobile phone, and personal effects
Neither suspect presented licenses for the firearm or explosive. Arrest procedures were documented using an Alternative Recording Device, with barangay officials present. The SECU-EOD team inspected the grenade.
Bayhonan has been positively identified as the gunman in the June 15 shooting of Director Pulhin in Don Jose Heights Subdivision, Barangay Commonwealth. He is also linked to a separate shooting incident in Caloocan City on June 26, 2024.
Both suspects underwent medical exams and are now in CIDU-QCPD custody. Charges for illegal possession of firearms and explosives (RA 10591 and RA 9516), use of fictitious name (Article 178, RPC), and murder are being pursued. No bail is recommended for the murder case, now pending before the Quezon City Prosecutor’s Office.
