THE National Bureau of Investigation’s Technical Intelligence Division (NBI-TID) arrested Jay Ar Cabana, currently residing in a condominium in Quezon City who had falsely claimed to be an NBI agent during a road rage incident.
The arrest followed a complaint filed by a motorcycle driver who appeared on the “Raffy Tulfo in Action” program. CCTV footage showed Cabana, driving a black SUV, ramming the complainant’s motorcycle before attempting to flee the scene. The complainant alleged that Cabana, using the alias Paul John C. Jimenez, displayed an NBI badge and issued threats.
NBI records confirmed that Cabana has no affiliation with the agency. A confidential informant identified Cabana’s true identity and location, leading to his arrest on July 24, 2025.
During the arrest, authorities discovered multiple IDs bearing both the names “Paul John Jimenez” and “Jay Ar Cabana,” including a fake NBI ID and badge. Cabana, who also has a standing warrant for syndicated estafa with no bail recommended, is now detained at the NBI Detention Facility.
He will face charges of usurpation of authority, illegal use of insignia, and violation of the Anti-alias Law. NBI Director Judge Jaime B. Santiago commended the arresting agents and reiterated the agency’s commitment to upholding the law and protecting the public.
