AUDITED financial statements submitted to the Bureau of Internal Revenue (BIR) recorded cash on hand and in banks for Vice President Sara Duterte and her husband, lawyer Manases Carpio, in each year from 2022 through 2025, a BIR official told the Senate impeachment court on Thursday.
The highest of the four year-end balances was ₱28,971,725 as of December 31, 2023. Private Prosecutor Erwin Matib brought the figures out during his direct examination of BIR Chief of Staff Atty. Anne Loraine Garcia-Marquez as the prosecution pursued its allegation that the Vice President’s wealth declarations did not fully account for the couple’s assets.
The 2023 audited financial statements included a note headed “Cash.” Garcia-Marquez identified its figures for two consecutive years. “Based po dito sa audited financial statements filed with the BIR, as of December 31, 2022, meron pong cash on hand and in banks na ₱21,234,980,” she testified.
For the next year, she said: “As of December 31, 2023, meron pong cash on hand and in banks na ₱28,971,725.” The latter balance was ₱7,736,745 higher than the 2022 figure, based on the two amounts she read to the court.
Matib then turned to the 2025 audited financial statements, which gave comparative figures for 2024 and 2025. “Based po dito sa audited financial statements as submitted sa BIR, as of December 31, 2024, meron pong cash on hand and in banks na ₱15,525,209,” Garcia-Marquez said.
She read the final year-end amount as well: “As of December 31, 2025, meron pong cash on hand and in banks na ₱13,804,540.” That was ₱1,720,669 below the 2024 amount.
Garcia-Marquez expressly identified the ₱13,804,540 figure as the December 31, 2025 balance.
Garcia-Marquez explained what sort of records she was reading. “Ang audited financial statements, ito po yung mga financial statements that were verified by an independent certified public accountant,” she said. She later confirmed that the statements had been submitted by the taxpayer as attachments to annual income tax returns.
Presiding Officer Sen. Francis Escudero established that the 2025 filing was a joint submission by the spouses.
