Gov’t adopts digital payment system

ALL government agencies will soon be adopting a digital payment system in all its transactions as President Rodrigo Roa Duterte issued Executive Order (EO) No. 17 on May 12, 2022, mandating the adoption of digital and mobile payment systems for government collections and disbursements.

The EO directs all departments, agencies and instrumentalities of the government, including state universities and colleges and government-owned or -controlled corporations (GOCC) as well as local government units (LGU) to adopt digital payments for their transactions.

“The Covid-19 pandemic has highlighted the benefits of utilizing digital payment services across various sectors, as it enabled a fast, convenient, secure and transparent mode of delivering government services and transacting businesses,” circular stated.

EO 170 EO likewise orders covered agencies to offer a digital mode of collecting payments for taxes, fees, tolls, and other charges and impositions ensuring secure payment processing solutions to ensure that various digital payment methods are accepted.

The Department of Finance, Department of Budget and Management, Bureau of Treasury, Bureau of Internal and Revenue and Government Procurement Policy Board Technical Support Office will be the lead agencies in the implementation of the order.
