DA execs pasok sa palm oil smuggling probe

MAKARAANG igisa sa Kamara, isang malalimang imbestigasyon ang ikinasa ng Department of Agriculture (DA) sa mga opisyal at kawaning pinaniniwalaang nakikipagsabwatan sa mga importers para palusutin ang pag-aangkat ng palm oil na ikinukubli bilang animal feeds sa hangaring makaiwas sa buwis at taripa.

Giit ni Agriculture Undersecretary Fermin Adriano, matagal na nilang binubusisi ang mga sumbong hinggil sa mga tiwaling DA officials at personnel.

“In fact, we have been investigating the alleged smuggling of palm oil as animal feeds but is processed as cooking oil for human consumption as early as last year,” ani Adriano sa isang pahayag, kasunod ng patutsadang inilahad ni Albay Rep. Joey Salceda sa pagdinig ng Kamara kamakailan.

Ayon kay Salceda, tumataginting na P45 bilyong kita ang nawala sa gobyerno dahil sa pagdedeklara ng mga imported palm oil bilang animal feed.

Sa pagsisiyasat, lumalabas na 15% ang taripang kalakip ng mga imported palm oil for human consumption habang zero-tariff naman sa mga palm oil bilang animal feeds. Higit pa sa taripa, exempted din ang palm oil for animal feeds sa 12% value-added tax na pinaiiral ng gobyerno. Nabisto ang modus sa likod ng palm oil smuggling bunsod ng pagbusising ginawa ng Anti-Red Tape Authority (ARTA).

Ayon sa ARTA, lubhang mababa ang datos ng DA kumpara sa datos ng Bureau of Customs (BOC) kung saan lumalabas na 55.49 milyong kilo ng palm oil ang pumasok sa bansa noong taong 2020 – at hindi 40.63 kilo tulad ng giit ng DA.

Una nang dumaing ang lokal na industriya ng palm oil sa Cotabato, Agusan, Sultan Kudarat at Maguindanao hinggil sa kanilang pagkalugi dahil sa pagpasok ng mas murang palm oil sa merkado sa kabila pa ng pagbabawal ng palm oil importation mula sa mga karatig bansang Malaysia at Indonesia. Sakaling mapatunayang may sala, posibleng maharap sa kasong economic sabotage ang mga opisyal at kawaning sangkot sa agri-smugggling batay sa Republic Act 10845 (An Act Declaring Large-scale Agricultural Smuggling as Economic Sabotage), na isinabatas taong 2016.
