LEYTE Rep. Ferdinand Martin G. Romualdez.
THE Sandiganbayan Third Division has directed Quezon City Jail—Male Dormitory Superintendent Maria Lourdes Pacion and facility medical officer Dr. Henry Fabro to appear personally before the court on November 5 to testify on the actual conditions and status of former House Speaker and Leyte Representative Martin Romualdez’s detention.
The directive was issued directly in response to emerging reports alleging that Romualdez has been leaving the jail facility without authorization.
The court’s order underscores the seriousness of the reported irregularities, requiring the two officials — who hold direct oversight and operational responsibility at the facility — to provide first‑hand, sworn testimony rather than written or relayed updates.
They are expected to clarify Romualdez’s daily movements, any recorded departures from the jail premises, the nature and frequency of medical or other accommodations being granted, and whether all visits and activities comply with the terms of his detention.
The development has drawn public attention and raised concerns about equal treatment under the law, as questions mount over whether special arrangements are being extended to the lawmaker that are not available to other detainees.
The court has made clear it will not tolerate any violation of detention protocols, and the November 5 hearing is intended to establish a clear, verified record of the situation. Further actions, including potential administrative or legal measures, may follow depending on the testimony and evidence presented.
