HOUSE impeachment adviser and trial spokesperson Ace Barbers has raised questions over P81.84 million in alleged insurance and investment transactions involving Vice President Sara Z. Duterte and her husband, lawyer Manases “Mans” Carpio, saying the amount allegedly far exceeded the P21.13 million listed under other personal properties in her 2024 asset declaration.
Barbers said the figures were drawn from records and testimony presented by insurance and investment firms during Duterte’s Senate impeachment trial.
“Halimbawa, itong insurance at mga investments na binayaran nila, ang kabuuang insurance at investments na binayaran nila sa taong 2024 ay umabot ito ng 81.84 million pesos,” Barbers said at a press briefing.
“Base ito sa testimonya ng mga insurance firms na humarap sa ating impeachment court,” he added.
Barbers questioned how the amount could be reconciled with Duterte’s 2024 Statement of Assets, Liabilities and Net Worth (SALN), which listed P21.13 million under other personal properties.
“Hindi siya nag-match o hindi siya nagtugma doon sa others,” he said.
He also cited a P59 million figure involving insurance and investments, which he described as another discrepancy requiring an explanation.
The prosecution previously presented records from seven insurance and investment companies as part of its examination of Duterte and Carpio’s finances.
Those records included insurance policies, investment accounts and related financial transactions.
Barbers said the discrepancies raised questions about the completeness of Duterte’s sworn asset declarations.
“Tandaan po natin na ang SALN ay isang sinumpaang deklarasyon or sworn declaration o sinumpaang dokumento,” he said.
The prosecution considers the insurance and investment records part of its evidence supporting Article II of the impeachment complaint, which concerns alleged unexplained wealth and inaccurate asset declarations.
The defense is expected to address the prosecution’s financial evidence when the Senate impeachment trial resumes November 9.
