HOUSE lead prosecutor Atty. Gerville “Jinky Bitrics” Luistro laid out five key considerations behind the panel’s decision to drop three articles of impeachment against Vice President Sara Duterte and proceed only on the unexplained wealth charge.
Speaking at a post‑trial briefing, Luistro emphasized that the move does not weaken the remaining case or mean the withdrawn allegations lack merit. “We maintain that the four articles are equally strong,” she stated, noting that the choice was strategic rather than a reflection of evidence quality.
First, Luistro cited the prosecution’s confidence in the strength of proof under Article II, which it believes stands firmly on its own.
Second, she acknowledged public impatience with prolonged proceedings, saying Filipinos are eager for a conclusion while upholding the core goals of transparency and accountability.
Third, narrowing the case eases the heavy schedule of senator‑judges who must also attend to the 2027 national budget and other legislative duties.
Fourth, she affirmed that selecting which charges to pursue falls within the prosecution’s exclusive authority.
Fifth, she noted the Senate’s power to accept the withdrawal and pointed to the precedent set during the Corona impeachment trial.
Practically, the change means the defense will now respond only to the unexplained wealth allegation rather than four separate charges, significantly streamlining the process.
Luistro confirmed substantial time has been saved, though she did not provide a precise calculation. She expressed hope for a resolution before Christmas but declined to set a firm deadline, stating only the impeachment court can determine the final schedule. The defense begins presenting its evidence on Article II on November 9.
