FORENSIC financial analyst Atty. Alexander Cabrera confirmed during cross‑examination on Day 38 of Vice President Sara Duterte’s impeachment trial that he and five assistants prepared the ₱817.87‑million unexplained wealth report entirely without compensation.
Cabrera, chair emeritus of Isla Lipana & Co. (PwC Philippines), disclosed that the team grew from two to five members after delays in obtaining bank records expanded the scope of work, but all contributed their services voluntarily. “In the first half, there were only two; but in the second half, because the bank records were delayed, I added three more,” he testified, confirming that all five assistants also served pro bono.
Defense counsel Atty. Kristine Ferrer also established that it was House prosecutor Rep. Chel Diokno who approached Cabrera in early June 2026 to conduct the review. Cabrera acknowledged receiving an engagement letter from the prosecution, though he noted it did not specify every procedure to be performed. Ferrer further raised Cabrera’s leadership roles in organizations that had publicly advocated for the impeachment process to move forward — including the Justice Reform Initiative, Integrity Initiative Inc., and the Management Association of the Philippines. Cabrera confirmed his involvement in these groups but stated he accepted the assignment regardless of their public positions.
Cabrera’s report forms the core evidence under Article II of the impeachment complaint, alleging that Duterte and her husband, Atty. Manases “Mans” Carpio, failed to declare nearly ₱818 million in assets, income, and cash from 2022 through 2025. The findings were derived from an examination of bank transactions, tax filings, corporate records, and sworn Statements of Assets, Liabilities and Net Worth (SALNs). The defense continues its cross‑examination as the Senate impeachment court weighs the credibility and impartiality of the evidence presented.
