FORMER senator Antonio Trillanes IV alleged on Friday that Vice President Sara Duterte did not declare substantial time‑deposit holdings and other assets in her Statements of Assets, Liabilities and Net Worth (SALN) while she served as Vice Mayor of Davao City between 2007 and 2010.
Trillanes made the claims during a press conference, just one day after he had requested the House prosecution panel to drop him from the list of witnesses in her ongoing impeachment trial. According to his research, the undeclared assets included both peso‑ and dollar‑denominated time deposits as well as a life insurance policy valued at approximately $1 million that was omitted from her 2010 SALN.
Trillanes also pointed to two entities listed in Duterte’s joint SALN with husband Manases Carpio — Cale 88 Foods Corporation and Tapang at Malasakit Alliance for the Philippines, Inc. — which he alleged received ₱319 million and ₱150 million respectively from Chinese government‑linked sources and firms.
He further reiterated his earlier allegation that an individual identified as alleged drug lord Sammy Uy transferred ₱181 million to the Duterte family, claiming that Duterte had known Uy since she was 21 years old, citing a 1999 Deed of Sale showing Uy sold her two parcels of land totaling 900 square meters. “That is the miracle of Sara Duterte,” Trillanes remarked, framing the accumulation of undeclared funds as extraordinary.
The former lawmaker emphasized that his findings are grounded in official records from government agencies including the Securities and Exchange Commission, the Philippine Statistics Authority, and the Anti‑Money Laundering Council, adding that supporting documents have been posted on the Senate Impeachment Court website.
He noted that AMLC Executive Director Ronel Buenaventura had previously confirmed that 18 out of the transactions cited in his affidavit — including three linked to Uy — match entries in the council’s database of covered and suspicious activity reports. “All of these are backed up by official documents… We do not fabricate allegations,” Trillanes stated. He said his team intends to share the full research package with the prosecution, though he expressed concern that certain senators may object to the evidence being presented.
The allegations relate directly to Article II of the impeachment complaint, which charges Duterte with unexplained wealth and failure to truthfully disclose assets and divest business interests as required by the Constitution. GMA News has reached out to Vice President Duterte’s legal counsel, Atty. Paolo Panelo, for a formal response to the new claims, and will publish it once received. The prosecution continues to build its case despite Trillanes no longer appearing as a witness.
