Lawmaker: PH not world’s trash bin; files bill to ban foreign waste dumping

REPRESENTATIVE Nathaniel “Atty. Nat” M. Oducado of the 1Tahanan Partylist filed House Bill No. 8747 on March 24, 2026, to stop all solid waste from being brought into the Philippines.

“The Philippines is not the world’s garbage dump, despite what other countries have disrespectfully done in the past,” Oducado said. “Our country should not be a dumping ground for other nations’ trash, especially when we are already dealing with our own waste.”

HB 8747, entitled “Solid Waste Importation Ban Act of 2026,” bans the importation, use, and processing of foreign solid waste in the country and sets penalties for violators.

“Solid waste includes everyday trash like plastics, packaging, and discarded materials, which can harm health and the environment when not properly managed,” explained Oducado. “The Philippines produces thousands of tons of waste every day, and adding more from abroad only worsens the problem.”

HB 8747 imposes prison terms of 12 to 20 years, along with deportation for foreign offenders and dismissal from service for public officials involved.

The Bill also requires illegal waste shipments to be sent back to where they came from and allows the government to seize equipment used in violations.

“This measure protects our health, environment, and dignity as a nation,” Oducado said.
