Manila launches ‘Libreng Sakay’ program to ease burden of rising fuel prices

IN a live broadcast of “Talk To The People,” Manila Mayor Francisco “Isko” Moreno Domagoso announced a significant initiative by the City Government of Manila to provide free rides to commuters.

This “Libreng Sakay” (Free Ride) program is designed to offer much-needed relief to jeepney drivers, operators, businesses, and most importantly, the riding public, who are currently grappling with the escalating cost of fuel. The program aims to mitigate the economic impact of the oil crisis on daily transportation expenses.

The initiative, formalized under Executive Order No. 14, Series of 2026, will leverage the existing jeepneys of operators and the working hours of drivers to offer free transportation across the city. Mayor Isko personally appealed to jeepney drivers and operators for their cooperation, requesting to “borrow” their vehicles and time to implement temporary free fares throughout Manila. This collaborative approach highlights the city’s commitment to finding practical and immediate solutions to support its constituents during challenging economic times.

Under this program, a guaranteed income will be provided to 1,442 jeepney drivers, ensuring their livelihood while they participate in offering free rides.

This measure plays a vital role in supporting drivers who directly experience fluctuations in fuel prices. Furthermore, the program is expected to benefit over one hundred thousand passengers daily for a period of five days, offering them significant savings on their daily commute and easing the financial strain caused by the oil crisis.

Mayor Domagoso reiterated his administration’s principle that no one should be left behind during times of crisis. The “Libreng Sakay” program is presented as a continuation of the city’s efforts to implement beneficial initiatives for a wider segment of the population. By providing free transportation, the Manila City government aims to demonstrate its responsiveness to the needs of its citizens and its dedication to easing the economic burdens brought about by the current energy challenges.
