IN a significant development within the House of Representatives, Cebu Representative Vincent Franco “Duke” Frasco has been elected as one of the three new Deputy Speakers.
The election took place during Wednesday’s plenary session, positioning Frasco among the chamber’s second-highest-ranking officials. This appointment underscores his growing influence and role in the legislative body.
As Deputy Speakers, Frasco, alongside Pangasinan Rep. Maria Rachel Arenas and Bacolod Rep. Alfredo “Albee” Benitez, will share the responsibility of presiding over plenary sessions in the absence of the Speaker. Beyond presiding, their role is crucial in monitoring, coordinating, and facilitating the progress of legislative measures, as well as addressing the concerns of their respective constituencies. This position highlights the trust placed in Frasco to contribute to the efficient functioning of the House.
The House leadership, under Speaker Faustino “Bojie” Dy III, has been instrumental in advancing the legislative agenda. Prior to the recess, the House successfully passed 17 out of 52 priority measures identified by the Legislative-Executive Development Advisory Council (LEDAC) on third and final reading.
These key legislation include measures such as House Bill 8418, empowering the President to suspend excise tax collection on oil products during emergencies; HB 8477, establishing a Presidential Merit Scholarship program; HB 8468, institutionalizing digital payments in government transactions; and HB 8389, the anti-political dynasty bill. Frasco’s role as Deputy Speaker is expected to further bolster the House’s capacity to tackle such vital legislation.
The House of Representatives is set to resume its sessions on May 4, 2026. With the addition of Frasco and the other newly elected Deputy Speakers, the chamber is poised to continue its legislative work with renewed vigor, aiming to address pressing national issues and fulfill its mandate to serve the Filipino people.
